Project manager.

As far as I was able to tell on big construction sites years ago, the project manager was in endless meetings to understand the details of what would be built from the design team and to understand how it would be built from the would-be sub-contractors.

The would-be sub-contractors were represented by their contracts manager.

The various sub-contractors would all be invited to tender for the works.

The project managers's main purpose was to get a good deal for his company then find good reasons not to pay in full, and, after the sub-contractor had been buttered up nicely and built up in size to a point their bank manager was getting itchy, and unable to work for anyone else because they had put all their eggs in one basket with the same main contractor, who by now owed them a lot of money ....

the project manager would refuse to pay them a very large sum.

If the sub-contractor went into receivership the chances were good that the main contractor could feign thousands of minor disputes and the receiver would go away empty handed.
